Help from all angles

I was just recently put in charge of our QRT, we had a private ambulance out here but cause of no volunteers we had to close its doors, i need some ideas on how people recruit for their agencys. since i have lived in my town i have seen 3 different ambulances start and fail within 5 years cause of no volunteers. its like im against a brick wall of keeping medical personell out in this area. If any of you have any ideas of how to keep volunteers please let me know.
