Hey all,

My name is Garrett, after a bit of work I am ready to announce the launch of the Central Indiana Out-of-Hospital Journal Club.  This will be a location for EMS providers in central indiana to discuss the most up to date research in the area of emergency medicince with a special emphasis on care in the out of hospital environment.

Hello all, I'm a CT medic moving to Indiana (go hoosiers) and have been offered a job by procarent ambulance in indy. Can anyone who works with/for/around the area give me any good info? Is there a link somewhere to the protocols?

Thanks for your comments Kurtis.
My gut tells me this is a very good thing for the entire pre-hospital medical world. It will be interesting to see how this plays out in reality.

If you have any information or insight about coming into the hoosier state to work as a Medic, I would greatly appreciate it. I will be moving, "back home again", in a couple of years and would love as smooth a work transition as possible.

Tappemedic, the biggest surface quality of Bill 1052 would make it known that a Paramedic is a "Healthcare Professional", just like RN's, LPNs, RTs, etc. Right now, there isn't an actual IN Code or Law that titles a Paramedic as a Healthcare Professional.

I am sure others can think of tons of reasons why this Bill should be passed, and the benefits brought by it. I personally think that for one that it will lay the foundation for a more professional EMS community in Indiana, starting, of course with Paramedics. The education possiblities for Paramedics is increasing every year. We now have the 2 year Associates in Indiana, some states have a 4 year B.S/B.A program for Paramedicine. I think that by making this move with Bill 1052, it will help to open doors for higher education.

IE: A Physician is "Licensed" by the state of which they practice medicine, they are "Certified" by the private group or organization in their specialty IE: Emergency Medicine.

I don't think we are far off from having Paramedics being Licensed to practice our art, and then "Certified" by a higher specialty, ie: Critical Care, Pediatrics, Burns, etc Sure, we already have some of those titles -- but I am just thinking ahead, in the future.

Lastly, in the AAOS book "EMS and the Law" (Pg. 41) it states that in numerous states, a Paramedic that is "Licensed" vs. "Certified" can have numerous privileges (whether Indiana elaborates on this, who knows, again we are setting a foundation here) and they are sometimes better protected in the court room for being "Licensed", I am not sure why, this would be a good question for some of our Legal medics out there to figure out (Guy Haskell).

That is my soap box for today -- thoughts?

How will this affect a Medic coming in from another state?
How do EMSers in the hoosier state feel about this change? What benefit does the Paramedic reap from this licensing?

Indiana House Bill #1052 - Licensing Paramedics
(for those of you who want more info)

Here is a summary of the changes that he has proposed of which, if passed, will go into effect on July 1, 2009.

(This is a pretty simplified, compressed list… please reference the actual bill PDF cited below for the whole text)


Synopsis: Paramedic licensing. Establishes the paramedic board to license paramedics instead of the certification of paramedics by the emergency medical services commission. Sets qualifications and requirements for a licensed paramedic. Makes it a Class B misdemeanor to practice as a paramedic without a license. Grandfathers in certain requirements. Makes conforming changes.

* A new, Paramedic Licensing Board:

Chapter 2. Paramedic Board:

The paramedic board is established.

The board consists of seven (7) members appointed by the governor as follows:

(1) Four (4) members who are paramedics.

(2) One (1) member who has an unlimited license to practice medicine in Indiana.

(3) One (1) member who is an attorney licensed to practice law in Indiana.

(4) One (1) member who administers a hospital licensed under

The term of each board member is four (4) years.

A board member may be reappointed for not more than 3 consecutive terms

* The board shall do the following:

(1) Establish requirements for licensure as a licensed paramedic.

(2) Establish fees for the licensure of paramedics.

(3) Establish annual continuing education requirements for license renewal.

(4) Develop a peer review procedure.

(5) Prescribe informed consent forms and other relevant forms.

(6) Adopt rules under IC 4-22-2 that define the scope of practice for paramedics.

* "Licensed Paramedic"

The bill calls for Paramedics to now be titled "Licensed Paramedic"

To become a licensed paramedic, an applicant must satisfy the following requirements:

1. Be at least 21 years of age
2. Satisfactorily complete educational and practical requirements adopted by the board
3. Acquire and document practical experience as outlined by the board
4. Pay the fee established by the board

Licenses will last for a period of 3 years. Failure to renew a license on or before the expiration date invalidates the license without any action by the board.

* Denying / Revoking Licenses & Penalties:

The board may deny the license application of an individual or suspend or revoke the paramedic license of an individual if the individual does any of the following:

1. Uses alcohol or drugs to a degree that impairs the individual's practice as a paramedic.
2. Engages in unprofessional conduct as defined by the board's rules.
3. Commits an act or makes an omission constituting gross negligence arising from practice as a paramedic.
4. Obtains a paramedic license through fraud

The board will provide notice and a hearing under IC 4-21.5 to an individual licensed as a Paramedic before the board may deny the renewal or of suspend or revoke the individual's license.

The board may impose a civil penalty of not more than five hundred dollars ($500) upon an individual licensed under this article who commits an act or makes an omission described.


An individual who knowingly or intentionally:

(1) Practices as a paramedic; or

(2) Uses the title "licensed paramedic"; without a license required under this article commits a Class B misdemeanor.
