Have any of you used a formal salary review method, like the Hay System, to establish pay scales for personnel?

Our county operated EMS system (250 medics, unionized ) uses a job evaluation system to detirmine placement on the county pay grid. Jobs are revaluated every 3 years or whenever there is a substantial change to the job description/responsibility. When the county took over EMS in 2001, medics saw their wages increase by 50+% as a result of the job evaluation process. Let me know if I can be of further assistance.
