My organization's Board of Directors has been discussing implementation of physicals for our members for the past several months. We're based in upstate New York, and the only physical standard outlined by our Department of Health is the "ability to lift, carry, and balance up to 125 pounds (250 lbs with assistance)." There has been significant debate about requiring our members, who are all volunteers, to undergo mandatory physical fitness testing as a requirement for membership.

Are there any other states or agencies, preferably volunteer, that have a more detailed standard for physical abilities? We've already looked at NFPA standards and have dismissed them as an option at this point in time. Any other suggestions would be greatly appreciated.
