Maybe a larger metro service.

There are a couple of places I would try. First, look to any larger agencies in your area that may be replacing and surplusing ambulances. Often they can surplus a rig for next to nothing to another agency. Next I would contact an ambulance manufacturer. Sometimes they will take one in on trade or buy a used one outright. A local department in my area got two this way last year. Another agency in the state had lost some system funding and was downsizing. For the price paid, the local agency could have sold it for scrap and come out ahead.

May I suggest something a little radical? If you are 100% absolutely sure that it won't be used for transport, why even go for an ambulance? See if you can get a van or utility truck and outfit it yourselves with shelves? If you don't plan on using it for shelter (you are in Connecticut and it gets cold there), you should be able to outfit a pickup truck with a cabinet setup in back to carry your supplies.

Here is another "crazy idea" for you to toss around. A mini-van or full size van could fit this role well and be a lot cheaper to operate and maintain. Many of the vans out now have front/rear AC units. May want to check with local car lots... For rehab may also look at creating an awning/canopy off the side of the unit....

Just a thought, good luck!!

I have heard where a local private ambulance service buys federal surplus ambulances and rebuilds them to use for their company.
You could check with ambulance dealers for used ambulances. A lot of large ems operations trade in units for new units after the classis reaches certain miles but the bodies can be transfered to new chassis.
